Saudi Arabia has restricted retail tobacco sales within 500 metres of mosques and schools, enforcing tighter public health and licensing regulations.

RIYADH: In a major step toward protecting public health, Saudi Arabia’s Ministry of Municipalities and Housing has issued new nationwide restrictions on the retail sale of tobacco products. Effective immediately, tobacco shops will not be allowed to operate within 500 metres of mosques or schools.

The sweeping regulations apply to all retail outlets selling cigarettes, shisha, e-cigarettes, and tobacco accessories. The move is part of the Kingdom’s broader vision to foster healthier communities and establish an orderly commercial environment.

Under the new regulations, store owners must obtain commercial registration and Civil Defense approvals, and comply with the executive regulations of the Municipal Licensing Procedures Law. To operate legally, shops must be located inside commercial buildings, with a minimum space of 36 square metres. Specific conditions also apply based on street classifications and municipal zoning.

Tobacco sales to individuals under 18 are now banned, and retailers are permitted to request proof of age. Additionally, stores are no longer allowed to sell single cigarettes or repackage products. All tobacco items must meet the standards of the Saudi Food and Drug Authority (SFDA) and bear appropriate health warnings.

Promotional materials, free samples, and giveaways are also prohibited. External signage must be limited to the shop name only, and shops are required to install internal and external surveillance cameras. Warning signs about smoking risks must be displayed alongside a QR code linking to licensing and compliance information.

The ministry stated that random inspections will be conducted to ensure full compliance. Any violations may result in penalties, including revocation of licenses.

This public health initiative highlights Saudi Arabia’s evolving policies toward tobacco regulation, aligning with its Vision 2030 goals to improve the quality of life across the Kingdom.
