H.H. Sheikh Hamdan bin Mohammed approves six transformative strategies, including green spaces, education, health and aviation, to support Dubai’s global leadership goals.
DUBAI: H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council, has approved a new set of high-impact strategies aimed at making Dubai the most liveable, advanced and sustainable city in the world. The announcement was made during the Executive Council’s meeting held as part of the UAE Annual Government Meetings 2025.
The approved plans include the Public Parks and Greenery Strategy (AED18.3 billion), which will deliver over 800 projects including 310 new parks and aims to triple tree numbers and increase green areas to 187 square kilometres. It also ensures 80% of residents live within five minutes of a park and uses 100% recycled water for irrigation.
Also approved was Aviation Talent 33, a future-focused programme to boost Dubai’s aviation competitiveness. The initiative aims to create over 15,000 jobs, 4,000 training opportunities, and 30 partnerships with global aviation players, in line with Dubai’s ambition to double its economy and add 65,000 Emiratis to the private sector.
Education received a major push with the Policy to Expand and Promote Affordable High-Quality Schools, which will attract around 60 new schools and add 120,000 seats by 2033, while offering investor incentives such as reduced fees and land costs.
In sports, the Dubai Sports Sector Strategic Plan 2033 aims to position the city as a global sporting hub, with 75 initiatives across 17 sports, expanding opportunities for youth and people of determination.
Dubai will also establish a dedicated Financial Restructuring and Insolvency Court to improve legal infrastructure for investors and companies, helping businesses manage debt, avoid liquidation, and strengthen Dubai’s global financial centre status.
Finally, the Expansion of Early Detection Healthcare Services project aims to reduce chronic illnesses and increase life expectancy through wider cancer screening, vaccination access, and shorter wait times.
