On November 1, Kerala will be declared ‘extreme poverty-free’—a historic first for India, placing the state alongside China globally.

THIRUVANANTHAPURAM: In a landmark moment for social development in India, Kerala will officially be declared ‘extreme poverty-free’ on November 1, coinciding with the state’s formation day. The announcement will be made by Chief Minister Pinarayi Vijayan at Central Stadium in the capital, making Kerala the first Indian state and only the second region globally after China to achieve this feat.

The declaration comes after three years of strategic implementation under the Extreme Poverty Eradication Project, one of the key initiatives launched in 2021 during the second term of the current state government. The event will be attended by all state ministers and local body representatives, alongside Indian film icons Kamal Haasan, Mammootty, and Mohanlal as chief guests. Leader of the Opposition V.D. Satheesan has also been invited.

Extreme poverty, as defined globally, refers to living on less than $2.15 per person per day, according to the World Bank. It indicates the inability to meet basic needs like food, shelter, healthcare, clothing, and education. In India, the NITI Aayog’s Multidimensional Poverty Index (MPI) expands this definition to include factors such as nutrition, sanitation, housing, and access to essential services.

According to the latest 2023 MPI data, Kerala had the lowest proportion of multidimensionally poor individuals in the country—just 0.55%—followed by Goa (0.84%) and Puducherry (0.85%). Ministers M.B. Rajesh and V. Sivankutty confirmed the upcoming declaration at a joint press conference, calling it a “historic achievement” for the state.

The declaration ceremony will feature cultural performances and highlight Kerala’s longstanding commitment to inclusive development, social welfare, and education. The milestone is not only a regional success but also a potential model for other Indian states aiming to bridge poverty gaps using a multidimensional, targeted approach.
