Dubai Maritime Authority introduces a new visitors’ license for pleasure marine vessels, recognising international licenses issued by IMO member states.
DUBAI: The Dubai Maritime Authority (DMA), part of the Ports, Customs and Free Zone Corporation (PCFC), has announced a new licensing service that allows international visitors to operate pleasure marine vessels in Dubai. The service is open to license holders from International Maritime Organization (IMO) member states, including the GCC, Europe, the United States, and other globally recognised maritime nations.
The new initiative aims to enhance Dubai’s reputation as a premier maritime tourism hub by offering visitors greater flexibility to enjoy its waters for leisure, sports, and recreational activities. The scheme is supported by an updated manual that regulates the licensing of marine vessel crews in Dubai, aligning with Administrative Resolution No. (5) of 2024. This manual outlines detailed conditions and requirements for operating marine vessels, with provisions for professional qualifications, technical standards, and safety procedures.
Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, CEO of DMA, said: “We believe in providing a flexible maritime environment that meets the aspirations of international visitors and offers them the opportunity to enjoy an exceptional marine experience in Dubai’s waters. The release of this manual reflects our commitment to strengthening maritime safety, ensuring crew efficiency, and aligning with global best practices.”
The streamlined licensing process allows foreign license holders to apply electronically by submitting their national license for verification. Once authenticated and confirmed to meet Dubai’s maritime standards, a local license will be issued.
The initiative also reinforces Dubai’s role as a world-class maritime destination by ensuring that all operations comply with international standards. Sheikh Saeed added that the scheme will contribute to the sustainable growth of Dubai’s maritime sector while supporting tourism and the local economy.
