Dubai’s RTA has partnered with KHDA, Parkin and PayPal at GITEX 2025 to expand nol card use and enhance digital mobility services.

DUBAI: The Roads and Transport Authority (RTA) signed three significant Memoranda of Understanding (MoUs) with KHDA, Parkin PJSC and PayPal during its participation at GITEX Global 2025, reinforcing Dubai’s vision of a fully integrated, smart mobility and payment ecosystem.

The partnerships, announced at Dubai World Trade Centre, aim to transform the nol card ecosystem into a multi-use smart payment solution extending far beyond public transport. The MoUs enable collaboration with the education, parking, and fintech sectors to broaden nol acceptance and deliver enhanced digital experiences to residents, students, and visitors.

Mohammed Al Mudharreb, CEO of RTA’s Corporate Technology Support Services Sector, signed the agreements on behalf of RTA. KHDA was represented by Dr. Saeed Mubarak bin Kharbash, alongside Michal Lezo of GTS Alive Middle East — the regional arm of the International Student Identity Card Association. Mohamed Abdulla Al Ali, CEO of Parkin, and Otto Williams, SVP of PayPal Middle East and Africa, signed on behalf of their respective organisations.

Among the major outcomes is the launch of the “Study in Dubai – nol ISIC” student card. Developed in collaboration with KHDA and GTS Alive, the card will offer university students access to services, transport, and exclusive discounts across the city — further enhancing Dubai’s reputation as a global education hub.

The nol card ecosystem will also integrate with Parkin’s payment system to offer seamless, digital-first options for parking services, contributing to smart city goals and environmental sustainability. In parallel, PayPal’s global platform will help facilitate secure and efficient digital payments through nol-linked innovations across retail, events, entertainment, and transport.

Dr. Kharbash of KHDA noted that the new student card will “enrich the educational journey in Dubai,” while Parkin CEO Al Ali described the partnership as “a pivotal step” toward smart, customer-centric services. PayPal’s Otto Williams added: “Together, we’re helping shape a future where Dubai leads as a global hub for smart, connected cities.”

The nol card ecosystem transformation aligns with Dubai’s broader smart city ambitions and supports digital payment adoption, environmental sustainability, and seamless service integration across daily life.
