Focus keyphrase Dubai free zone permit: Dubai’s new permit allows over 10,000 free zone firms to trade onshore and access government contracts.
DUBAI: In a major boost to business flexibility and economic integration, Dubai has introduced the Dubai free zone permit, a structured framework that allows licensed companies in the emirate’s free zones to operate legally on the mainland. The initiative supports over 10,000 companies and is expected to increase cross-jurisdictional business activity by up to 20 per cent in its first year.
The Free Zone Mainland Operating Permit was launched under Dubai Executive Council Decision No. 11 of 2025 by the Dubai Business Registration and Licensing Corporation (DBLC) in collaboration with the Dubai Free Zone Council. The AED5,000 ($1,361) permit is valid for six months and renewable once, providing companies with a low-cost, low-risk route to access domestic supply chains and bid for government tenders previously restricted to mainland entities.
Companies must hold a Dubai Unified Licence (DUL) to apply digitally via the “Invest in Dubai” platform. In its initial phase, the permit applies to non-regulated sectors such as tech, consultancy, design, professional services, and trading. Future plans include expanding to regulated industries.
Ahmad Khalifa Al Qaizi Al Falasi, CEO of DBLC, stated that the Dubai free zone permit reflects the emirate’s commitment to regulatory innovation and simplifying investor journeys. The framework supports the broader goals of the Dubai Economic Agenda D33, which aims to double the size of the city’s economy by 2033.
Dr Juma Al Matrooshi, Assistant Secretary-General at the Dubai Free Zones Council, added that the permit complements the advantages of Dubai’s world-class free zones while enhancing access to new markets and public sector projects.
The permit enables businesses to operate across jurisdictions without relocating or restructuring. Staff can continue under existing work permits, and companies will only pay a nine per cent corporate tax on mainland revenues, provided they maintain separate financial records as required by the Federal Tax Authority.
The Dubai free zone permit initiative builds on the success of the Dubai Unified Licence and strengthens the emirate’s position as a global destination for investment, transparency, and sustainable business growth.
